How much can a video be compressed?

It depends on the source. A phone video recorded at a generous bitrate often shrinks 50 to 80 percent at the balanced setting with no visible difference on a phone screen. An already-compressed download has less left to give. Below CRF 20 you are mostly storing numbers no screen will show.

Should I also reduce the resolution?

If the video will be watched on phones or inside chats, downscaling to 720p or 480p is the single biggest size lever, larger than any quality setting, because there are simply fewer pixels to store.
